Method
 

  1. Preheat the oven to 350°F (175°C) and line a muffin tin with paper liners.
  2. Whisk the flour, cocoa powder, sugar, baking powder, baking soda, and salt in a large bowl.
  3. Mix the milk, vegetable oil, egg, and vanilla extract in another bowl until smooth.
  4. Pour the wet ingredients into the dry ingredients and stir until just combined.
  5. Divide the batter among the muffin cups, filling each about two-thirds full.
  6. Bake for 18-20 minutes, or until a toothpick comes out clean.
  7. Cool in the tin for a few minutes before transferring to a wire rack.
