- Rinse jasmine rice under cold water until clear. Combine rinsed rice, water, and salt in a medium saucepan. Bring to a boil. Reduce heat to low, cover, and simmer for 15 minutes or until fluffy and water is absorbed. Remove from heat and let sit covered for 5 minutes.
- Combine ground beef, breadcrumbs, Parmesan cheese, minced garlic, onion powder, paprika, cayenne pepper, salt, black pepper, beaten egg, and parsley in a large mixing bowl. Mix until just combined. Form the mixture into small, 1-inch diameter meatballs. Preheat a large skillet over medium heat and add oil. Add meatballs in batches and cook for 6-8 minutes until browned and cooked through. Remove and set aside.
- Whisk together chili paste, soy sauce, honey, minced garlic, smoked paprika, lime juice, and water in a small bowl until smooth. Adjust consistency with additional water if needed.
- Fluff the cooked rice with a fork and divide among serving bowls. Top with meatballs and drizzle generously with the smoky chili garlic sauce. Garnish with fresh cilantro, lime wedges, sliced green onions, and sesame seeds if desired.
